The Webinar with the topic “State Safety Programme” was held on Monday, 5 October 2020, and it was organised by the Civil Aviation Agency. The webinar was organised as a response to the new situation caused by the coronavirus and the need of the Agency to provide representatives of the aviation entities with more details of the State Safety Programme.

At the Webinar, the Safety Manager of the Civil Aviation Agency, Veselin Popovic, presented the updated document adopted at the session of the Government of Montenegro held on 6 August 2020. Aviation personnel is obliged to report occurrences that influence or that may influence air transport safety, in order to prevent potential adverse outcomes for human lives and aircraft as regards airport operations, but also to prevent repetition of mistakes that can cause severe consequences.

This is the basis of the Agreement on Mutual Cooperation signed by the Supreme Court and Supreme State Prosecutor’s Office with the Civil Aviation Agency that implies application of Just Culture.

The Institute for Public Health announced interim operational guidelines for air transport. The interim operational guidelines arrange the conditions in accordance with which the Montenegrin airport operator and Montenegrin aircraft operators, conducting passenger transport operations, will ensure health and safety of passengers, as well as the staff and crew who serve them, by maintaining safe and secure operations whilst minimising the risk of virus transmission. 

Guidelines are developed in accordance with the document developed by the European Union Aviation Safety Agency (EASA) and the European Centre for Disease Prevention and Control (ECDC). Observing of general prevention measures is of key importance.
