Aeronautical Information Service (AIS)

Aeronautical information service (AIS) is provided to ensure the flow of aeronautical data and aeronautical information necessary for air traffic management (ATM) safety, regularity, economy and efficiency.  With the implementation of area navigation (RNAV), performance-based navigation (PBN), airborne computer-based navigation systems, performance-based communication (PBC), performance based surveillance (PBS), data link systems and satellite voice communications (SATVOICE) aeronautical data and aeronautical information become more and more significant.

AIS products are aeronautical data and information that are provided in Montenegro as standardized presentation in paper or electronic media, and include:

  1. Aeronautical Information Publication (AIP), including AIP Amendments and Supplements;
  2. Aeronautical Information Circulars (AIC);
  3. Aeronautical charts;
  4. Notice To Air Missions (NOTAM).

Aeronautical information are managed differently depending on their urgency, operational significance, extensiveness as well as their period of validity in which they will be relevant fot the user.

Permanent changes to the AIP are published as AIP Amendments.

Temporary changes of long duration (three months or longer) and information of short duration which contains extensive text and/or graphics are published as AIP Supplements.

A NOTAM is originated whenever the information to be distributed is of a temporary nature and of short duration, or when operationally significant permanent changes or temporary changes of long duration are made at short notice, except for extensive text and/or graphics.

A notice containing information that does not qualify for the inclusion in the AIP  nor origination of a NOTAM, but which relates to flight safety, air navigation, technical, administrative or legislative matters is published as AIC.

Aeronautical information service is provided, by Serbia and Montenegro Air Traffic Services – SMATSA llc, for the whole territory of Montenegro as well as those areas over the high seas for which Montenegro is responsible for the provision of air traffic services.

The Civil Aviation Agency of Montenegro conducts oversight of aeronautical information service provision, including aeronautical charts, and of implementation of changes in functional system of aeronautical services provider that are related to aeronautical information service, takes part in preparation of regulatory acts related to aeronautical information service and their adjustment to international standards, takes part in international coordination and cooperation related to aeronautical information service and cooperates with other authorities and aviation entities.

In addition to performing oversight, the Civil Aviation Agency of Montenegro is, as a regulator in Montenegro, the originator of aeronautical information related to the rules applied in civil aviation in Montenegro.
