Agreement between the CAA and Tivat Municipality: United against the illegal use of drones

The Civil Aviation Agency (CAA) and Tivat Municipality, through the Municipal Police, will work together to prevent and suppress the illegal use of drones at the local level.

This is stipulated in the Agreement on Cooperation in the Field of Suppression of the Illegal Use of Unmanned Aerial Vehicles, which was signed at the Agency on October 21, 2025 by the Director of the CAA, Ivan Šćekić, and the President of the Municipality of Tivat, Željko Komnenović.

Due to its proximity to the international airport, Tivat is the first municipality with which the Agency initiates this type of cooperation, in order to strengthen control in this area at the local level.

"With this agreement, we confirm our joint commitment to improving the safety and security of air transport through cooperation at the local level. Our goal is the responsible and safe use of drones in the interest of preserving safe sky, protecting citizens and property," jointly stated Šćekić and Komnenović.

The document defines cooperation through timely exchange of information and coordinated action in the field, in order to protect air traffic, citizens and property, and prevent illegal activities.

The Municipal Police will take measures within its jurisdiction in cases of suspected illegal use of drones, including identifying of persons and verifying the data of drone operators and pilots, and, when necessary, provide support to the Agency in supervision and control.

The Agency will carry out activities within its jurisdiction and will inform the Municipality - Municipal Police about zones in which the use of drones is prohibited, restricted or permitted under certain conditions, and provide relevant data on registered drone operators and drone pilots, in accordance with the law.
