Today, the European Commission stated its positive opinion on request of Montenegro for application of One Stop Security system in air transport.
Recognition of compliance of Montenegrin with European civil aviation security standards took place after our country participated in “One Stop Security” project, managed by Montenegro Civil Aviation Agency justifying that the success in the project reflects the advanced level achieved by Montenegro in application of European standards in air transport.
One Stop Security is an aviation security initiative which enables that passengers, baggage and cargo after single screening on their starting destinations are transferred to their connecting flight, without undergoing the second screening. This enables speed and appropriateness to passengers, significantly cuts costs and facilitates faster flight connectivity. The European Union can conclude One Stop Security Project with other countries, upon conclusion that their civil aviation security systems have security system equivalent to the one in the European Union. Now, Montenegro joins this initiative, as some other countries before it, i.e. the United States of America.
Director of the Civil Aviation Agency, Dragan Đurović, stated that this achievement of Montenegro represents an excellent result and recognition that security standards at airports in Montenegro are equal to security standards in the EU member states. “It is a result of efforts made by the Agency, Airports of Montenegro and competent Government bodies, as well as numerous controls conducted by the European aviation authorities on national level and airport level in Montenegro. This is why countries in the region and wider see Montenegro as a model for achieving high standards in the area of civil aviation“, Đurović said.
Congratulations to the Civil Aviation Agency for successfully finalized project came from Mitja Drobnič, Head of Delegation of the European Union in Montenegro, as well as from Aleksandar Andrija Pejović, Chief Negotiator for Negotiations on Accession of Montenegro to the European Union. Mitja Drobnič provided his congratulations to the Civil Aviation Agency for great result and continuous progress towards the EU integration, and Andrija Pejović stated “The Application of One Stop Security confirms actual committed work of all institutions participating the project, and particularly the Civil Aviation Agency, as the body in charge for the project activities since the very beginning. The fact that you were able to take more of Europe into Montenegro before accession of our country to the EU is the best witness of committed devotion and work quality which are features of the Agency“, Pejović concluded.
In the final phase of the process, the European Commission should adopt proposal for implementing regulation, which is accepted to be done in the middle of December. This Regulation shall enable the application of One Stop Security system from 29 February 2016 on all flights from Montenegro to EU. The exemption shall cover airports whose infrastructure fails to support this system, countries where civil aviation authorities implement additional security measures, such as the United Kingdom, where One Stop Security system is not applicable.
