On 21 October 2026, the Director of the Civil Aviation Agency (CAA), Ivan Šćekić, had a conversation with the Minister of Transport Radoš Zečević, who visited the CAA, about results achieved by the aviation authority in preserving and enhancing the aviation safety and security, as well as about priorities in cooperation and resolving challenges in aviation.
Among the results achieved are improvements of the regulatory role, regulations and strengthening of technical expertise and oversight mechanisms of the Agency that keeps the pace with the growth in air traffic.
The Minister emphasised the country’s commitment to aviation and noted that the Ministry is preparing an Air Transport Development Strategy. The interlocutors highlighted the importance of increasing investment and strategic planning to improve air connectivity and enhance Montenegro’s accessibility.
While expecting closure of Chapter 14 – Transport Policy, Šćekić and Zečević stated that aviation safety is the highest priority and that there can be no compromise when it comes to application of aviation safety and security standards.
Šćekić noted that the CAA has a record number of oversight inspections, and the increased volume of controls places an obligation on all stakeholders in the aviation industry to rectify identified irregularities and comply with regulations.
“It is important that the regulatory oversight delivers tangible improvements and further strengthens the system of aviation safety and security,” Zečević emphasised.
At the meeting between the CAA Director and the Minister of Transport, attended by their respective associates, it was noted that the new Law on Air Transport, adopted after 14 years, has significantly improved the regulatory framework in this area. At the same time, work continues on aligning secondary legislation, and the Agency has adopted more than 30 rulebooks this year alone, as of the end of October.
