Paragliding in Montenegro is an increasingly popular sport, and for better regulation, with new legal solutions, the Civil Aviation Agency has received wider powers to control that area.
Director of the air traffic safety sector at the Agency Mileta Nikolić told Vijesti online that the inspectors of the Agency will further intensify and tighten regular controls "with the goal of preventive action, since an increased interest in this type of activity is expected during the summer months."
"In addition, through continuous communication and exchange of information, we will strive to further increase awareness of both paraglider pilots and all fans of this type of adrenaline activity, about the need to comply with legal norms, in order to preserve our own safety and life," he said.
Those who commit offenses in this area, on various grounds, can be fined between 300 and 2,000 euros. A cumulative penalty for several offenses can reach a figure of up to several thousand euros, Nikolic added.
"Although it is not popular to act in this way, disregard of legal provisions and potentially compromising the safety of participants in air traffic can lead to serious consequences, with a fatal outcome. Consequently, any violation of the prescribed legal norms and endangering safety must be sanctioned in this way. Within its legal powers, the Agency will take all necessary measures to ensure that all who violate security and violate regulations in this area, sanctioning the greatest possible possible criminal measures," Nikolic said.
He stated that with the two adopted regulations precisely determined methods, rules and procedures of paraglider flight, the creation, use and maintenance of paragliders, conditions in terms of qualifications, work experience, professional competence of pilots paragliders, as well as the procedure and procedures for acquiring the title of paragliders and obtaining the appropriate licenses.
In Montenegro 11 licensed paraglider pilots
He told Vijesti Online that the pilot paraglider must be professionally trained and health-minded to perform this activity.
"Candidates for obtaining a paraglider pilot license shall be trained at authorized training centers. Unfortunately, there is currently no approved paraglider pilots training center in Montenegro. The Dynamic Center from Bijelo Polje is in the process of renewing the training for paraglider pilot training, so we expect that Montenegro will soon receive its training center. Health examinations for obtaining a license can be performed by interested persons at the Air Force Medical Center Dimitrije-Dika Marenić in Danilovgrad. Currently there are 11 persons with license for paraglider pilot in Montenegro, "Nikolic said, adding that the Agency needed the necessary certificates, permits and certificates necessary for paragliding.
Nikolić says that, apart from being a sports-recreational discipline, paragliding is also a very attractive adventure activity, which in the conditions of the tourist season marks a greater interest, and therefore has a higher frequency.
Brajici is the most attractive location for paragliding
According to Nikolić, the summer time on Brajići is one of the most attractive in Europe, and the number of operations performed from this area is much higher than any other location in Montenegro.
"Brajići are a safe place for paragliding, if the pilots who fly from this surface observe all the prescribed regulatory requirements, starting from the appropriate training of pilots, medical fitness, possession of standardized equipment and respect for flight rules. Otherwise, taking off from this surface becomes extremely risky, "Nikolic warns.
He added that precisely because of the attractiveness of that site, the Civil Aviation Agency at this location has set up an information board that provides all the necessary information about the regulatory framework, the contacts of the competent services, and the penal policy.
"In addition to Brajić, the approval for paragliding has the location Turjak in Bijelo Polje, and the procedure for granting approval for two more locations in Berane (Jejavica) and Herceg Novi (Dizdarica) is ongoing," Nikolic said.
Speaking about safety, Nikolic emphasizes that all licensed paragliders must comply with all security procedures, in order to reduce the risk of unwanted outcomes.
"In the past ten years, when Montenegro is concerned, there were two cases of paraglider pilots suffering in 2005 and 2012. In both cases, the accident happened at the most attractive paragliding site on Brajići. In the last few years, almost every calendar year there have been several paragliding accidents that have resulted in serious or minor injuries to paraglider pilots. In almost all cases, the injuries occurred during the landing phase, "Nikolic said.
