The leaders of the Civil Aviation Agency of Montenegro, the Directorate of Civil Aviation of the Republic of Serbia and the Air Traffic Controller of Serbia and Montenegro - Dragan Djurovic, Milan Zivanovic and Slobodan Cvijan, signed November 12, 2013 in Belgrade, a Memorandum of Understanding on the Initiative for Formation a future functional airspace block (FAB).
The importance of the FAB Initiative is remarkable as it is an essential prerequisite for full integration into European aviation structures and in particular for the implementation of the European Single Sky Regulation (SES regulations). The common approach to this important business, Serbia and Montenegro, was first of all determined by the fact that Serbia and Montenegro have a common air navigation service provider - SMATSA Belgrade Belgrade and the geographical position that makes them naturally connected partners in FAB Initiative.
The Parties to the Memorandum of Understanding agreed that, in order to prepare for the implementation of the FAB Initiative, a joint temporary Working Group will be formed, which will be tasked with analyzing the possibilities and requirements for forming the FAB, analyzing existing FAB initiatives in the region and Europe, and , after looking at and analyzing the options, offer an optimal solution for both countries. After that, the relevant ministries of the two countries will propose to their Governments a concrete decision.
The basis for joint action on the FAB initiative was given by the governments of the two countries, by signing the Agreement on cooperation in the field of air traffic between Serbia and Montenegro, which came into force at the end of October this year, after being ratified by the Parliaments of both countries.
