ANNOUNCEMENT ON VISIT OF THE EUROPEAN COMMISSION

In the period from 27 May to 31 May 2024, representatives of the European Commission (EC) conducted assessment of civil aviation security system in Montenegro, with the objective to verify that Montenegrin civil aviation security standards are equivalent to the European civil aviation security standards, within “One Stop Security” programme.

Tivat airport and Podgorica airport were subjects of the assessment, and through the EC control all activities and measures applied by the airport operator and other entities involved in air transport within the civil aviation security system of Montenegro were taken into consideration. Likewise, the EC inspectors performed control of compliance of national regulations to the European legislation in area of civil aviation security, namely as regards implementation of the European regulations through the National Civil Aviation Security Programme of Montenegro and Civil Aviation Security Quality Control Programme of Montenegro, manner of conducting civil aviation security control by the Agency as the national supervision authority, as well as manner of conducting certification of airport operator staff by the Civil Aviation Agency.

Preliminary results presented to the Agency on the last day of the visit indicate continuity in implementation of the highest level of compliance with the EU standards in the area of civil aviation security. This means that the security standards at airports of Montenegro are equal to security standards in the European Union Member States.

Once again, it is confirmed that the civil aviation security system in Montenegro is equivalent to the European Union security system, so Montenegro continues being part of the “One Stop Security” programme.

We hereby emphasise that the civil aviation security system was a subject of many controls in previous period as well, where we put accent on last year audit conducted by the International Civil Aviation Organization (ICAO), as well as control conducted by the US Transportation Security Administration (TSA), where high degree of compliance of civil aviation security system with standards inherent to this area was recorded.

Likewise, constant monitoring that was implemented through numerous inspections, tests and audits by the CAA inspectors at the national level provided significant contribution to Montenegro becoming an example of achieved high standards in area of civil aviation security for other countries in the region, and wider.
