In accordance to the Decision on the manner of calculation of terminal charges for air navigation services of the Government of Montenegro (“Official Gazette of Montenegro”, number 53/19), terminal unit rate for services provided by SMATSA LLC to aircraft taking off and landing using airports in Montenegro shall be set to (as of September 16th, 2019):
 
(1)   135 EUR - for aircraft with maximum certified take-off weight less than 10 metric tons;
(2)   260 EUR - for aircraft with maximum certified take-off weight of 10 metric tons or more;
 
The following flights shall be exempted from terminal charges:
(1)   flights performed by aircraft with maximum certified take-off weight less than 2 metric tons; 
(2)   search and rescue flights authorized by the appropriate competent body;
(3)   flights performed exclusively for the transport, on official mission, of the reigning monarch and his/hers immediate family, Heads of State, Heads of Government, and Government Ministers, if so indicated in the flight plan;
(4)   flights performed by military aircraft of the Republic of Serbia and flights performed by military aircraft of other States according to international agreements;
(5)   customs and police flights;
(6)   humanitarian flights authorized by the appropriate competent body;
(7)   training flights performed exclusively within FIR Beograd and only for the purpose of obtaining a licence or a rating by the flight crew, if so indicated in the flight plan, and which may not serve for the transport of passengers and/or cargo, nor for positioning or ferrying of the aircraft;
(8)   flights performed exclusively for the purpose of checking or testing equipment used or intended to be used as ground navigation aids, excluding positioning flights by the aircraft concerned;
(9)   flights performed exclusively under visual flights rules (VFR).
