Press release: Montenegro in the European system of one security control

A positive opinion was expressed today in the European Commission on Montenegro's application for the implementation of the one-stop security system in air transport.

Recognition of Montenegrin compliance with European standards of civil aviation safety was made after our country's participation in the project "One Security Control", led by the Civil Aviation Agency of Montenegro, and it is explained that the success in the project reflects the advanced level achieved by Montenegro in the application of European standards in air transport.

One security control is an air traffic safety initiative that allows passengers, luggage and cargo that have passed a single KD control in their initial destinations to make a transfer to their related flight without having to undergo another KD check again. This provides speed and convenience to passengers, significantly reduces costs and facilitates faster connection of flights. The European Union can, with other countries, conclude that their civil aviation security systems have an equivalent security system, as in the European Union, to complete the project One Security Control. After that, for example, achieved by the United States, now Montenegro is joining this initiative.

Director of the Civil Aviation Agency Dragan Djurovic said that this achievement achieved by Montenegro is an outstanding result and the recognition that the safety standards at Montenegrin airports are equal to the security standards in the countries of the European Union. „This is a consequence of the efforts of the Agency, the Airport of Montenegro and the relevant government departments, as well as the numerous controls performed by the European aviation authorities at the national and airport level in Montenegro. In this way, Montenegro becomes an example of the achieved high standards in civil aviation for other countries of the region, but also wider“, Đurović said. 

Congratulations to the Civil Aviation Agency for achieving success at the end of the project were addressed by the head of the EU Delegation to Montenegro Mitja Drobnic and the main negotiator Aleksandar Andrija Pejovic. Mitja Drobnic congratulated the Civil Aviation Agency on an excellent result and continued progress towards EU integration, and Andrija Pejović stressed that „The application of one security control is confirmed by the previous dedicated work of all the institutions involved in the project, in particular the Civil Aviation Agency, as the carrier of the project from the very beginning. The fact that you managed to bring more Europe into Montenegro and before entering our country in the EU best talks about the commitment and quality of work that characterize the Agency“,  Pejović concluded. 

In the final phase of the process, the European Commission should adopt the proposal for an Implementing Regulation, which is expected in mid-December. This Regulation will make it possible for the system of one security control to apply from February 29, 2016 to all flights from Montenegro to the EU. An exception will be airports whose infrastructure is not supported by this system, and countries in which the aviation authorities conduct additional security measures, such as the United Kingdom, in which the one-stop security system is not applicable.
