The Visit of the EASA Executive Director to the Civil Aviation Agency
The first official visit of the Executive Director of the European Aviation Safety Agency (EASA), Mr Patrick Ky to Montenegro, was started with the meeting with the Civil Aviation Agency representatives. The purpose of the visit was to acquire information on aviation safety in Montenegro.
Visit of the Executive Director of the EASA, which followed visits of heads of the European Civil Aviation Conference (ECAC) and European Organization for the safety of air navigation (EUROCONTROL), resulted in informing all three key European organisations about aviation safety in our country. This fact is an important indicator of recognition of Montenegro Civil Aviation Agency achievements and overall development of civil aviation in Montenegro. 

The Director of key European organisation for aviation safety sees the progress made in this area as impressive. “I am very impressed by the progress achieved by Montenegro Civil Aviation Agency, which was established not so long ago, in 2009, because the amount of job done in seven years is really large. I am particularly impressed by the level of implementation of the European regulations in the area of aviation safety, and I think Montenegro is the regional leader in that aspect. It will be my pleasure to improve relations between Montenegro and the EASA, because a partner strong like this may be used for the purpose of improving the cooperation with the rest of the region as well”, Mr Patrick Ky, the Executive Director of the EASA, said. 

“Visit of the Executive Director of the European Aviation Safety Agency is a great honour for our country, which is dedicated to implementation of the European aviation safety standards. I would like to state that our country is one of institutions that achieved maybe even the largest progress in direct application and transposition of the European regulations into our legal system. All aviation safety regulations published in the Official Journal of the EU by the end of the last year are transposed into our legal system. Likewise, we made huge progress by having the European Commission treats our airports as equivalent to the EU airports from the aspect of security”, Mr Dragan Djurovic, the Director General of Montenegro Civil Aviation Agency, said.  

Within the visit organised by the Civil Aviation Agency, representatives of the EASA also had a meeting with the Deputy Prime Minister for Economic Policy and Financial System, Mr Vujica Lazovic. The Executive Director of the EASA expressed his gratitude to the Government which developed a successful model and supported establishment of independent civil aviation authorities, which can serve as a role model for countries in the region and others. Deputy Prime Minister, Mr Vujica Lazovic, emphasised that the Government shall continue supporting sound results of the Civil Aviation Agency and projects concerning the development of aviation, as an important leverage in the development of tourism in Montenegro.

The representatives of the EASA also visited Montenegro Airlines, and had discussion with the President of the Board of Directors. Mrs Daliborka Pejovic and Chief Executive Officer, Mr Zoran Kostic, as well as Joint Stock Company Airports of Montenegro, where they had a meeting with the Director, Mr Milovan Djurickovic. The importance of thorough implementation of European regulations referring to air operations safety was stated in the discussions.

Competences of the EASA cover standardisation of airport regulations and air traffic management, oversight of their implementation and certification. EASA rules are binding in all EU member states, and depending on signed arrangements in some other countries as well. Montenegro actively participates in work of the EASA through the signed Working Arrangement, which is compliant to new rules and signed as amended in February 2015.
